The only mistakes Rats made in drafting the bill were betting that the carrot held out to states who created their own exchanges would be big enough and that states that balked would be besieged by their citizenry. Fail on both accounts.
There was no mistake in the clearly written statute that federal subsidies were available only to residents of states who created their own exchanges. That’s unambiguous. “Stroke of the pen, law of the land.” Hope Obama and his Rat cronies enjoy the view from the top of their petards.
