Simply refuse them admittance to the school unless they can pass a basic English proficiency test, show a valid legal address and two parents (foster or natural) to vouch for them.

It’d be racist. They should be allowed to keep their ethnicity and language. Florida should be required to provide interpreters and dialect interpreters. (/sarc)
