I have frequent need to travel through or stay overnight in NY-NJ-MD, NY does not issue nonresident permits by official policy (there is no application process), NJ and MD do not issue nonresident permits by unofficial policy (NJ and MD have an application process but none are ever granted).
In addition to liberating DC, this decision ALSO ruled that refusal by DC to grant nonresident permits was a violation of a fundamental right to travel.
Although it was a District Court and the decision only pertains to DC, if that ruling were upheld by a higher court it would force NY-NJ-MD to grant nonresident permits on the same grounds.
This would be MUCH better than national reciprocity, because under any national CCW that could pass this Congress and be signed by Obama, the free states (like mine) would have many more restrictions than they do now.
Not at all certain. Most of the national reciprocity legislation simply says that if you may legally carry concealed in your state of residence, you may legally carry concealed in every state and federal territory, subject to the restrictions that they put on their own residents (such as no carry in jails, for example).
