What about Canada in all this? NAFTA: Canada-USA-Mexico, no?
Why not just Amtrak them right on up to Canada, and hand out instructions on getting Canadian welfare. Just like our NAFTA partner Mexico is doing to us. Then see how Canada responds.

Prior to deportation: biometrics and/or ‘tagging’ (tattoo, chipped, etc.)
2nd+ offense: reciprocity of their home country
