Congresses have been remiss for decades in writing laws that allow the bureaucracies wide latitude in implementing the details of same.

This allows the intent of Congress to be perverted over time and is a cowardly and lazy way to write laws.

Congress needs to go back over all the laws it has written and correct them to regain its power and gain closer control over the Executive Agencies to shackle partisans like (Slow) Learner.

IMHO, to fix that sorta crap:

1) Bills will be 3 pages. MAX
2) Bills shall deal with one subject and one subject only; including all amendments
3) The whole of the bill, and all attachments, must be read upon the floor 7 business days prior to the call to vote.
4) All laws Congress writes must have a 12yr max. life.

I’m sure there’s more I could add

RE: #4. How many laws are still on the books re: buggy whips, horses tied to..., etc. If the law is SO good, it should be easy to debate/pass again. Course, I recognize the current omnibus style B.S. as well.
