WASHINGTON The Obama administration is weighing plans to circumvent Congress and act on its own to curtail tax benefits for United States companies that relocate overseas to lower their tax bills, seeking to stanch a recent wave of so-called corporate inversions, Treasury Secretary Jacob J. Lew said on Tuesday.
Treasury Department officials are rushing to assemble a broad array of options that would change the economics of inversions, Mr. Lew said. Options are still being developed although no final decision has been made about whether to go forward with administrative action to strip away tax incentives for the deals.
The action comes in the face of a recent increase in United States companies reaching deals to reorganize overseas, creating an explosive political issue that Mr. Obama has seized on to talk about a lack of economic patriotism. Investment banks have been counseling companies to pursue such transactions because of the potential tax benefits. Two large United States pharmaceutical companies the drug giant AbbVie, based in Illinois, and the generic manufacturer Mylan, based in Pennsylvania agreed to such deals last month, and Walgreen, owner of the drugstore chain, is considering one.

That would bring the profits from foreign operations back, but not many jobs. The jobs were driven off by regulaltions. My company dealt with a city, county, state and the federal EPA. They all had inspectors and inspections. Any inspector at any level can shut your doors instantly. We were a small quantity generator and the impact should have been near zero. But before each inspection the entire plant and outside was spit-polished. There was an EPA engineer hired at around $110k plus bennies to deal with them. Once they made us spend an extra $50,000 to secure a temporary storage facility to their specifications because it had a dozen 55 gallon drums of water soluble cleaner. (Rediculous.) Then there’s the impact of the local tax people. To save money the company had only built half of the approved parkinglot. When they went to build the rest the county required a second environmental impact statement. (This was a former pasture in an industrial park.) That cost as much as the company saved by delaying the paving until they needed it. Government at all levels view companies as cash cows to be milked. Then there’s all the legal shenanigans about employees. Oh, and the taxpayer will pay for a lawyer if an employee feels like he’s racially discriminated against. That’s an industry all of its own. None of this exists off-shore. So it’s MUCH cheaper even though the labor situation off shore has its own problems.
If you want jobs back get the government out of the employer’s wallet.

You have listed some reasons why we have seen businesses locate key operations overseas.
Obama should have a round table discussion on this topic. He might just learn something. Let him hear from business people as to why they make the decisions they make. See if he can wrap his liberal mind around why a business would make decisions he considers unpatriotic.
Based on some of the rhetoric we hear from Obama and his henchmen, he may actually be discouraging businesses from wanting to expand, and make them look at what’s involved in overseas mergers/relocations/start ups. If business is the enemy, per these liberals, it stands to reason that many business people will want to minimize their exposure to the policies of Obama. And don’t forget Obamacare is always lurking in the background, as we continue to see the unintended consequences of that law.
The business climate in this country would be very different, if Obama had never been elected.
Nobody focuses on why all American businesses who are able to are fleeing abroad.

Cut corporate tax rates for corporations who do majority of business here?
You can fool people but you can’t fool money. Tax it, and it will surely go elsewhere. It can’t be stopped.
Watch the money flood back too. Currently, all profits made abroad by US companies remain abroad because our government punishes them for bringing that cash back here where it can be better put to use.
What’s the point of having an elected congress anyway? They don’t control spending, they apparently lack any power to prosecute anyone, they no longer make laws, and they’re on “recess” most of the time.

Will abolishing the corporate tax also eliminate the trend from voters to punish those that don’t align with their beliefs? I would like to know the answer to how to stop the expanding welfare state. The ‘Progressives’ are convincing voters they don’t have to work so hard, the state will provide by taking from those that have and giving to those that believe.

t is what SHOULD be done, but politicians love to take bribes in order to carve out tax exemptions for their pet companies. A few years ago GE had billions in profits yet through bribes for tax exemptions and “creative accounting” managed to have a tax bill of zero. Small businesses get no such exemptions.
Maybe this is the only way ‘bring jobs back now,’ works. Make everyone slaves.
