WTF is wrong with our trigger-happy mercenary State gunthugs? Perhaps criminals are shooting at them from behind a hostage? That does tend to make things rather dicey.
Even in the best of circumstances, the odds of saving a hostage in a running gun battle are very poor. Most police officers aren't really that good at shooting either. Life simply doesn't work like the movies.
Why did the police allow the final suspect to even survive? In times past police would have finished him off without a second thought.
