To make traffic stop to make people look at him to show disrespect for the law and authority.

First he wasn’t a kid. 18 yr.old that knew exactly what he was doing. Second, this trick is played as a form of the knock out game. In my area they walk completely blocking both direction of travel. Once you come to them and blow your horn or say something to them, it’s game on. I know this behavior and I believe the cop.

It’s much easier to navigate a street than a sidewalk when you’ve had too much Skittles and watermelon tea.
