President Barack Obama's administration is contacting 310,000 Obamacare enrollees starting Tuesday to warn them that they must verify they are U.S. citizens or legal residents -- or their benefits will be cut off.

What’s missing is just what is needed. Perhaps a statement to the effect of “I tried to find my US passport, but could not” - then they get a free pass.
I don’t know if they had to pay anything. Someone we know in CT was unemployed last fall (since has a gotten a decent job with benefits), and she was going to be able to get free 0bamacare insurance.
