I saw a couple reports here on FR (maybe a week or two ago; sorry, I can’t source a link at this time) that the dam was actually still getting some needed maintenance conducted in lieu of ISIS taking control (continuing maintenance, not ISIS initiated maint).
I wonder if ISIS thinks it will lose control if they don’t blow that damn thing. It is a win/win for them based on their current behavior and I am quite certain they wouldn’t see a loss in creating more chaos.

If they breach it, the first thing that gets wiped out is Mosul. I doubt they’d want to flood their own city.
