Law enforcement got her BAC by some means. It was .23, almost 3x the legal limit.
They took a blood specimen of you watch the booking video.
Much more accurate.
You can't *make* them do it.However at least some states (if not most) have laws that say if you refuse your license is automatically suspended for "X" number of months/years.
Update: In case you want to give Lehmberg the benefit of the doubt, here is what her blood alcohol level was at the time of her arrest and booking, according to her attorney, David Sheppard.

Results from a blood sample analyzed by the Texas Department of Public Safety found that she had a blood alcohol level of .239.
