Exactly. Even E-6s do little hands-on labor. The only thing you are likely to see in a chief’s hand is a coffee mug. It is the young E-1s through E-5s who perform all the maintenance tasks that keep the ships moving and the aircraft flying. The chiefs supervise the running of the shop and may assign specific tasks.
Sure, there's an ESSENTIAL role for leadership. When I served on an LHA there were 4 Chiefs (E7 and E8) in the Communications Dept. PLUS the CommO and 5 E-6. That's pretty top-heavy for 50 man team.
And none of the Chief's actually DID anything besides hang out, sign the Watch Rotations developed by the E-6's.
Worse, none of them was current on the technology of the day.
But man 0 man they could tell stories about whoring in Subic Bay!

I don't know what you do for a living .. or did, if you're retired, but I'm retired blue collar and I've been around long enough to know a lot of people get paid for what they know rather than what they do.
I was one of 'em for a year or two ... and personally ... you can HAVE it ... but the fact remains .... some white hats drink coffee and watch the work .... it just is.
