IF they had the manuals AND they had sufficient time to play with it, they MIGHT get it to work temporarily. They might be able to shoot down an airliner.

I would not think it reliable against even a novice American, Israeli, British, French, or Russian Weasel pilot.

I forgot to mention the trainers.

They might find someone who knows how the system works but it takes a TEAM effort to use this. Furthermore, the people who know how to use this are fairly high on the list of people to execute upon capture.
