Um, that also applies to anti-Obama, anti-Islam, anti-EPA, anti-IRS, anti-gay, anti-abortion protests, right?

He has already stated it: he wants more blacks as cops.

This is simply affirmative action in naked form.

My question is: what possible rationale exists to take less qualified people to protect citizens?

The only motivator has to be not less dead people resisting arrest, it would be exoneration of a cop because he is black and one cannot claim racial aspects as a motive if black on black killing occurs.
