The funny thing is, this is one item on which he COULD get Congressional approval. Unfortunately, it would be bipartisan, and make his fondest, farthest left friends, unhappy.
The Democrats in Washington are so confused by his foreign policy that they've probably asked him to just leave them out of it.
And you can be sure that if things turned out badly for Obama, he'd blame it on Congress for making him do it.
No, I don't think they trust him.
And this is likely why he is not going to take that step. Especially now, just before mid terms.
