I think Netanyahu sees other clouds on the horizon that will need some attention real soon, and he does not want to waste precious resources on a gadfly like Gaza. I believe Israel’s war planning room is more occupied with Iran right now than the Palestinians. Most of the tunnels have been destroyed, and a major portion of the rocket-launching ability is gone. No time to waste on what is more a nuisance now than a real danger.
