Prominent celebrities and Congressional Black Caucus leaders endorsed a major nationalization of local police forces in a letter to President Obama.

No. And here is my alternative proposal.
Grant the power to each ELECTED Sheriff to suspend the “Peace Officer” standing (meaning arrest authority and office protections) of any law enforcement officer within his county for misconduct. This includes Feds, police, deputies, game wardens, military personnel acting as LEOs, etc. This authority shall be limited in duration to last no longer than the next election and may be reviewed judicially.
Limit the formation and armament of SWAT teams to the direct control of the local Sheriff with the only exception being for federal facilities that are not open to the public.
Limit the use of no-knock warrants to only direct threat situation that involved the potential loss of life of the civilian population. Limit forced entry warrants to situations where there is no alternative (i.e arrest warrants after a traffic stop or at work, or shopping, etc). Require forced entry warrants to have a bond against damaged caused during the entry should the subject of the warrant not be found. Do not allow any evidence to be collected during a forced entry other than the warrant, to be admitted at trial. Require all other warrants to knock (wait up to 1 min to force entry if authorize), talk (identify and describe the reason for the search) and present (hand over a copy of the warrant).
However, my favorite would be “BROWN SHIRTS.”
Mmmmm. Let’s mention that again if/when conservatives take the majority and hear what they have to say.

It seems that homeland security is poking their noses in quite a lot of normally local issues too. Also things that have nothing to do with their stated mission.
If I put two in the chest and one in the head of some 40 point Buck trying to jack my car my local police are going to say "Good shooting" and pat me on the back. The DA will probably not even put it in front of a Grand Jury because he knows it would be No Billed in a second.

PS - the chances of the above happening are slim to none because the 40 point Bucks know this is the likely outcome, also.
Their stated mission was to stop Islamic terrorism. However their emphasis has been keeping an eye on Republicans and conservatives and defining constitutional conservatives as potential terrorists. In the meantime they are encouraging real terrorists to come across our Southern Border.
