illegal sexual contact with minors in foreign places

Is that a real crime? Someone can be charged for something that happened in another country? Why doesn't the Philippines handle this? Isn't this also a crime in that country? For those of you itching to burn down a strawman--no, I am not condoning this horrible crime. I'm just saying the US doesn't, or shouldn't, have jurisdiction in this case.

In answer to my question, it is indeed a crime.

(c) Engaging in Illicit Sexual Conduct in Foreign Places. - Any United States citizen or alien admitted for permanent residence who travels in foreign commerce, and engages in any illicit sexual conduct with another person shall be fined under this title or imprisoned not more than 30 years, or both.
