Then, why is he trying to use the Bush Declaration of War?
Illegal? Obama Wants to Use Bush's 2001 War Authorization to Justify Attacks on ISIS
So HIS name will not be on a Declaration of War. That way, if things go bad, he can blame Bush. If his base complains, he can claim he never signed a Declaration of War.
Another example of his campaigning against his own policies and actions. What a guy!

I will know we are really at war when congress declares a policy of death to terrorists until they beg for mercy. THAT would be war, nothing less than that is weakness.

Trouble is no one on this site ‘trusts’ BO.
I believe him when he says ISIL (everyone else calls it ISIS) will be but a memory shortly.
Just like HE (alone again, naturally) annihilated Al Qaeda, Personally ‘got’ Bin Laden, he will also bring ISIL to its knees.
What will happen is ISIL/ISIS/??? will just change its name.
When they become ‘Arabs are us’ BO will stand and say ISIS is no longer. Mission accomplished.
