These people might be Republicans, but they are not conservatives.
People need to get they idea that Republican and conservative are synonymous terms out of their minds.
Of all the stereotypes I can think of, none is as erroneous as the notion that all Republicans are conservatives. If even 10% of Republicans are actually conservative I would be surprised.

They aren't Republicans if this minuscule issue is the #1 agenda item. They are activists seeking to chart the course running one item only. They are for the 1%ers (of a different color). Their goal is not to turn out Republican votes in 2016.
