Seems to me, the right experts should be able to hack them, and find out who is being listened to, and by whom.

You don't even have to go that far. Just take a sledgehammer and start breaking antennas off and wait to see who shows up.

I used to work for a firm that did monitoring and disaster recover management for cell towers. Someone will show up quickly.

No one would be able to build and equip any cell towers without many knowing who owns and operates the tower.

This some kind of BS.
