But the bigger message is devolution is no longer something reserved only for the Scots.
England will have to get an elected government and Parliament.
Its the only national region with no real say over its own afairs.
Something has got to give.
Definitely an odd setup where England has less autonomy from the Scots than the Scots have from England.
