Won't work. Brown wants to charge the surcharge once a year on motor vehicle annual registration renewal.

While I like your idea, it would be a onetime fee paid upon point of purchase.

However, if I lived in California and was forced to pay the additional fee, I would insist on being allowed to do this

Good call.

Do you know the street legal electrics that look like golf carts can’t travel on main city streets. In my town they are restricted to side streets because their top speed is only about 30 MPH. They might hinder traffic.

Bicycles can travel anywhere they want even if they’re only going five miles per hour, or even less.

Someone explain that one to me.
