“Top-level turnover makes it harder for DHS to stay on top of evolving threats”
I’ve been around in the corporate World, and thought I’d heard all the excuses. THAT one takes the prize.
I was thinking the same thing. Excuses are ALL that this admin EVER has. Forget leadership....just make up another excuse for why you screw everything up.
That excuse illuminates a difference between the corporate world and government. Government is a top-down operation. The outcome (of a report or activity) has to be decided before the study is published or the activity is started. When the man at the top changes, the desired outcome is thrown into doubt, and sometimes all the work has to be started over to fit the new desired outcome.
In this case, "evolving threats" is not defined by observation, but by edict.
