A state of War is a formal diplomatic term between states. It includes financial implications, diplomatic process, and when you are war, international laws apply.

AND if we were to formally declare war, precedent states that the Executive has almost unlimited powers. Trust me, the last thing you want is the US to declare a formal state of war.

Or did you not want a technical answer?
