I would say the difference is that it appears that President Bush attempted a proper salute but got caught short handed and tied up in the leash, while the salute from Obama looked as though he just didn’t care.

In the case you show, the President by standards should have not saluted at all because both of his hands are being used. However, I think the reason he did salute was because of a little ignorance on his part and also because of the respect that he has for the military. Someone saluted him and he felt obligated out of the respect he has to salute him back.
Obama's left hand has nothing in it. He could have simply shifted the coffee cup to his left hand and returned the salute. But he doesn't care and can't be bothered....

By the way, the proper thing to do when both hands are occupied is to not salute and acknowledge the saluter usually by a head gesture in the affirmative.

A huge difference. W had the dog in both hands and as you can plainly see, the read leash and the dogs upended leg prevented him from saluting properly, and he’s holding a second black strap or leash. Don’t try to start something you can’t win.
