Apparently over 40% of the time, someone also speaks to Obama in person. If the intelligence community saw ISIS as a very great threat, one would think that they would have frequently brought it up in writing and in these meetings. Wikipedia mentions that other high officials also get the PDB.
Wikipedia is not your best source of info on this type of issue. I was married to a person who did some of these briefings. As Bob accurately stated in post 38, it is a two-tiered presentation. The POTUS is supposed to get the oral briefing so that he can not only ask questions, but also direct his intelligence agencies to dig deeper/get more info on areas he deems serious and/or a threat. Obama is lazy and detached. He probably wasn’t even listening on those occasions when he actually took the oral briefing. Obviously he didn’t read the report, or he wouldn’t have been “blindsided” by ISIS.
