That question proves that the patient was just ignorant of the danger, as many are in Africa. Also we have learned that a mere touching of the infected patient can communicate the virus. Perhaps he rubbed his eyes, or licked his fingers... but people do such things all the time, subconsciously.

This does not compute. A bioterrorist would not go to the hospital. He'd be spending all his remaining time on Earth walking around and infecting others by smearing his saliva onto as many door handles and other similar objects as he can. His body would be replicating viruses in geometric proportion until he dies.
By all available information, this patient is an honest person who volunteered to help a sick relative, even though it is known to be very dangerous. Then he travels to the USA, minds his own business, and then the virus brings him down.
