My thoughts too. I would guess he knew he was coming down with something, but wasn't astute enough to think it might be Ebola - or he thought the hospital would do a solid diagnosis and didn't want to tempt fate when they sent him off with meds. Makes no sense to try to get care and not actively spread it if a terrorist. He's probably just a hapless schmuck who got it as they indicate - helping his landlord carry his sick daughter.
