Too little, too late. If they violate the order, what, do they get a ticket? They are in an apartment complex, not a stand alone, isolated residence.
How about lock them up in isolation so they have no choice. This isn’t a case of the sniffles we are trying to control.

I don't know the limits of the state health authorities in dealing with quarantines and relocations so while I will agree with you they should be isolated, I am not certain Texas can do it. The national government though does have that power which they have not used even at the minimal effort being done in Texas. IOW, half assed is better than assed but not by much but better than nothing. Even the ambulance crew is not isolated, just standing by at their residences being monitored. Monitored by what, a drone?

The number of people coming in contact with Ebola patient has jumped from 18 to 80. A health official was asked where the perceived contact happened. Shopping, etc.? The spokesperson would not answer. Then he was asked if these additional people were being quarantined or at least monitored and he said no just being questioned.
