If this new threat from ISIS isn't a casus belli, then I don't know what is. Congress should declare war on ISIS, and we should fight them as we fought the Axis during WWII--an all-out war with unconditional surrender as the only acceptable condition for peace.

What we have to do is crush them like cockroaches where ever they appear. We will have to take the WW II German partisan/Commissar instruction book along with the Soviet KGB book on handling dissidents to deal with them. Its not going to be pretty, I’d put a Kurd in charge of the program and appoint him as a Czar of the Anti ISIS Bureau.
