Help me here:

Why doesn’t Canada just build their own refinery there?

Seems to me that Texas did this years ago to handle the crude oil they were pumping. Spend that money on a refinery instead of a pipeline. Very few permits needed to do this. Certainly not thousands of miles of permits to cross other land.

Alberta is not a practical location for refining because nearly all domestic consumption is in Eastern Canada, and it’s easier to ship crude than refined products.

And how are you going to move the multitude of products that come out of that refinery?

So instead of one pipeline you build one refinery, 3 pipelines and a rail line?
