Activists? Is that the new term for 'mob'?
It's an old term for the leaders and instigators of the mob.
Riots are (almost) never spontaneous. There are Riot Makers. Creating violence and destruction is their 'job', they are both opportunistic and calculating. The current riots in Missouri are definitely being planned, fomented, and guided by outside agitators who seized an opportunity.
