I don't mean to sound judgmental but as soon as I saw the pic of DeMaio, he looked like he had an effeminate air about him. Being gay would have never cost him the Election. In California, that would prolly be a plus. But, if he truly did masturbate in a public office, with the door open, there could be more serious charges if someone really wanted to push the envelope. Charges such as Indecent Exposure and/or Public Indecency.

I would ask if behavior like that would qualify someone as being a mentally disordered sex offender.
