In a 19 year period from 1980-1999, 32k servicemembers died from various causes.

Of that, slightly less than 6k died of “illness”. “Illness” is not defined, but I can sure imagine that not ALL are smoking related.

So, using that DoD “memo” for anything other than propaganda is disingenuous.

You need to count inactive military too.
