From what I’ve read, they are saying there must have been a breach in procotol because otherwise this nurse would be OK and NOT have ebola. This is fascinating to watch unfold.
Blame the victim, indeed. This thing is highly contagious and can either go through the flimsy fabric of gown they are wearing, or through masks or both. It is spread by more than direct contact too.

They don't know of a breach in protocol and they have to keep putting the lie out there about how difficult it is to catch.

[Breach in Protocol] == [Blame the Victim]My thoughts too - I guess that the CDC will also blame the same breach in protocol when all the untrained/unprepared civilians and run-of-the-mill LPNs, etc., don't follow the "rules".
I haven't seen them put out any "suggestions" for the general population yet.
