Because all nerve gases--like most insecticides and herbicides (Tabun came out of research into better herbicides and pesticides)--degrade over time. Because Tabun is so easy to make, whoever is using them could fill chemical warfare artillery shells with newly-made Tabun liquid fairly easily.
