Unless Wayne is planning something that will have the Secret Service beating down his door, I don’t know how he thinks this can happen.
If congress won't do their job, the only other alternative is for the Military to step in and arrest him for High Crimes and Misdemeanors. The secret service wouldn't mess with them.
