I agree with this, but I think it has more to do with limiting freedom. Remember how little resistance there was to the loss of a some freedom after 911? How much freedom would America be willing to sacrifice if there was a deadly plague sweeping across the country? My guess is, quite a bit.
Yes, the limiting freedom idea is one I believe is part of the plan.
