Granted, there are some things about drug testing that cannot be sped up. For example, you have a drug that seems to be effective, but after using it for 12 months, you grow a third eye.

The only way to test for side effects XX months out is to test for XX months, often a few times.

However, there are SOME things you can do to effectively speed things up:

(1) Fast track the review of results from OTHER advanced nations [such as Japan, Canada or the UK] and if no errors are found, accept those.

(2) Create a "Tentatively Approved" classification for drugs, such that doctors and patients choosing to use them assume the risks, and use these additional subjects in the collation of result data.

These are the things I can think of right off the top of my head.
