The real reason he is upset is because the crises is causing him to miss a few golf rounds.

Beneath the calming reassurance that President Obama has repeatedly offered during the Ebola crisis, there is a deepening frustration, even anger, with how the government has handled key elements of the response. It's always somebody else' fault, isn't it, Bathhouse?

This article is so offensive on so many levels.
"Part of the challenge is to be assertive, to be in command, and yet not feed a kind of panic that could easily evolve here, said David Axelrod, a close adviser to the president in his first term. Its not enough to doggedly and persistently push for answers in meetings. You have to be seen doggedly and persistently pushing for answers.
No Axelrod, the POTUS is supposed to know how to solver problems. Not look like he is solving problems. Example: Eboloa is a BSL 4 virus meaning you have to respond to it in an appropriate manner. To date the CDC protocols are lacking. This country has 11 beds at four facilities in the WHOLE country. Three of those beds are taken. Yet, Obama sees fit to allow up to 150 people from the Hot Zones to enter into this country each and every day. I say that is very policy that the President has to take responsibility for.
Susan E. Rice, the national security adviser, has been leading the effort to prod Britain, Germany, France and other countries to do more to respond to the outbreak.
Susan Rice was caught lying to the world in the Benghazi affair. She has no credibility. No one in Europe will take her seriously. The same for Japan. She lost face.
On Friday afternoon, even before Mr. Klain started, the White House showed signs of returning to normal.
Oh, great things are returning to normal. Normal like the Obamacare Website?

Is he seething because the informed people are fighting back and demanding both answers and action? Does this upset his want of a chaotic nation and total (puppet) control?

Amid Assurances on Ebola, Obama Is Said to Seethe We are looking at this as English speakers. Maybe "seethe" here is actually Kenyan/Indonesian/Hawaiian word.
It could translate as "be unconcerned" or "wish he was on the golf course", for example.

He has never run anything but his mouth.
He will blame his own people to try to save himself.
Lowlife, dishonorable behavior, unworthy of his responsibilities. But we all knew that 6 years ago...

Maybe if he got all angry and said something like “plug the damn hole!” then something effective might happen, maybe.

Irony here is the source - NYT - is about as credible as the ‘resident’ of the Oval Office...no need or desire to even bother reading beyond the headline.
