Bring the bags back to Nigeria, infect a volunteer martyr, put him on a plane from Lagos to JFK. Hell, infect a dozen volunteers.
Once in the USA, they wait for symptoms to show, and start deliberately spreading the Ebola in crowded places.
There last act could be to fight a dozen policemen, engage in a wrestling match with them.
