Does that sailor in the photo have his/her cover on backwards?

Is she a sailor or a Marine? I'm an old Army guy who's not that familiar either with the Navy or the Marines so I'm not sure....but her cover looks Marines to me.And yes,it does appear to be on backwards.

Looks more like a rank insignia on the cover, not an emblem. I’d suggest Navy.

The Navy and Marine Corps wear the same style cammie covers.

That’s the Navy DCU (desert camouflage uniform). Its an old photo because the DCU was phased out in 2012. The Marine Corps has a different pattern, unique to them, as well.
