It isn’t top secret; it’s being developed by Nanoviricides; but I most seriously doubt if this anti-viral was ever given to Ashoka Mukpo. I think he got a blood transfusion from an Ebola survivor.
I know AVI Bio was working with the govt about ten years ago on such a drug.
