Do they just hand them out or do they have to take a drivers test?
In CA, they’ll still have to take the test. It’s just a matter of ignoring the matter of citizenship on the paperwork itself.

I was in D.C. recently and judging by the looks of things, I’m pretty sure the extent of driving experience for half the drivers and at least three quarters of the cabbies, up until this time last year, was driving motor scooters and ox carts.
