The first and second sentences don't make any sense together. If this dude went in for a routine circumcision and they cut off his entire penis - um, yeah, that's in my mental dictionary right under the definition of the word "wrongdoing".
Either there's a lot more to this story or the judge is some sort of kook. If any guy does go in for circumcision, couldn't hurt to have your wife or girlfriend write "Don't cut off the entire thing!" right above your junk using a permanent marker.
