I believe it was done under the guise of national defense to shortcut state sovereignty and to prevent common law right-of-way applying to it.
There was a time when the feds worried about such things.

OK, OK! Am I allowed to rephrase?: I remember reading that the interstates was an idea first suggested by Ike during WWII in and for the USA and that Ike was merely furthering his idea.....which is what I actually meant initially. ;-)
