Because the last time that happened, about a century ago, the whites burned down the black neighborhood and killed a lot of blacks. Look up "Tulsa + 1921" and "Rosewood + 1923" for details.
Today the government would never allow it and would send out the Army to stop it.
I think Davenport Florida had a similar situation in the 20s.
