Outside this site, in cities and towns everywhere, more than 3 out of four don't even bother to cast a vote.
On the average, only 50% register, and only 50% of them actually vote!
The untapped power is not withholding votes to make a statement, it is in getting the 75% percent of the population to actually get involved.(well, the conservative ones, as least.)
The usual response is, "give them someone to vote for."
Sitting out elections in my state because the candidates were lacking has resulted in dems controlling everything from dog pound secretary to governor, and two evil senators did I mention evil?).
Yet, during the primaries, the incumbents and their challengers total votes are I the teens.
In this state, the top two candidates of the primary proceed to the general.
Sending them a message they would not forget is for the incumbent to LOSE in the primary, a feat that could be easily accomplished but simply getting off the duff and voting, in the primary.
Typically, any candidate can get a copy of the voting list at the town office, the County Committee should be able to get them as well.
A well organized County Committee should be able to obtain these lists, in spreadsheet format and analyze the data.
All registered Rs should be recruited to help, or compelled to vote, all unenrolleds should be targeted for R votes, all RATs should be watched like a hawk for voter fraud.
Then, the total registered voters should be compared to another list of all residents. That's where many non-voters and illegal aliens could be identified.
There are most likely modern methods of "data-mining" which may help identify individuals who are not registered, but may be of a conservative mindset...like facebook etc.
This would be a constant 2-year weekly operation, not just some last second emergency drill going down at election time.
With a gung-ho conservative committee, many hands could pull this off in any non-urban county...maybe even mid-sized cities.
