Even then Beria finally had enough and did away with him. Of course, it didn't save Beria in the end.

You have to remember every time he purges someone, it means upward mobility for someone lower on the pole. So he gets support there.

Then of course dictators encourage rivalries among their followers. Combine that with the terror of not knowing who to confide in to get a conspiracy going, and it’s not surprising they’re able to keep these reigns of terror going.
